Job Opening: Records Management

Title: Federal Records Management Program Support Specialists

The Baldwin Group, Inc. (TBG) is seeking full-time Program Support Specialists with Federal Records Management experience to provide assist the National Oceanic and Atmospheric Administration’s (NOAA) Office of Coastal Management (OCM) and Office of National Marine Sanctuaries (ONMS) Facilities Staff with a variety of records disposition tasks, in accordance with the National Archives and Records Administration (NARA) Records Management and Guidelines.

Primary place of work will be Silver Spring, MD. Work will start at the beginning of September 2019. Travel is not anticipated. This is a one year term position with the possibility of extension for up to one additional calendar year.  

Essential Duties and Responsibilities:

All duties and responsibilities must be conducted in accordance with National Archives and Records Administration (NARA) Records Management and Guidelines.

1.     Assess the current state of OCM and ONMS records management procedures.

2.     Develop a records management policy and procedures for maintaining OCM and ONMS records and information in a manner that facilitates the ease of use, access and disposition of records, maintaining consistency with NARA and the NOAA Records Office.

3.     Create an inventory tracking spreadsheet of existing records.

4.     Identify files that should be archived, destroyed, and/or digitized. Organize and package accordingly.

5.     Eliminate file space by consolidating office files.

6.     Develop a process for digitizing existing records.

7.     Determine which documents are eligible for digitization

8.     Convert the documents to digital media

Minimum Qualifications:

·       Certificate of Records Management with a specialty in Federal Records from NARA or the Institute of Certified Records Managers.

·       At least three (3) years’ demonstrated experience with Federal records management.

·       Experience with preparing complex spreadsheets.

·       Experience with developing and implementing policies and procedures, preferably related to Records Management.

·       MANDATORY: Must be a U.S. Citizen able to pass a stringent Federal Government background check.

Knowledge, Skills and Abilities:

·        Good organizational and planning skills

·        Good customer support and communication skills

·        Proven ability to pay close attention to detail

·        Ability to work independently but follow specific detailed instructions

The Baldwin Group, Inc. (TBG) is seeking part-time (30 hours/week) Administrative Support Assistant with File/Record Stewardship experience to assist the National Oceanic and Atmospheric Administration’s (NOAA) Office of Coastal Management (OCM) and Office of National Marine Sanctuaries (ONMS) Facilities Staff with a variety of records disposition tasks. The Administrative Support Assistant will follow on-site instruction and guidance developed in accordance with the National Archives and Records Administration (NARA) Records Management and Guidelines.

Primary place of work will be Silver Spring, MD, with core hours between 8 AM and 4 PM EST. This is a four month term position. Work will start at the beginning of September 2019 and end on or about December 31, 2019. Travel is not anticipated. The Baldwin Group, Inc. (TBG) is seeking a full-time Program Support Specialist with Facilities Management experience to provide assist the National Oceanic and Atmospheric Administration’s (NOAA) Office of National Marine Sanctuaries (ONMS) Facilities Staff in a wide variety of infrastructure support functions. The ONMS serves as the trustee for a network of 14 marine protected areas encompassing more than 170,000 square miles of marine and Great Lakes waters from Washington State to the Florida Keys, and from Lake Huron to American Samoa. The network includes a system of 13 national marine sanctuaries and the Papahānaumokuākea Marine National Monument. The ONMS facilities portfolio is geographically dispersed around the Continental United States, Main Hawaiian Islands and American Samoa and encompasses owned and leased office space, marine facilities and visitor centers. The Program Support Specialist will provide support with tracking status of site leasing, data call management, site maintenance status, manmade and natural incident response management. Primary place of work will be Silver Spring, MD. Occasional travel may be required. 

Essential Duties and Responsibilities:

  • Assist the ONMS IT / Facilities Manager with the day-to-day management of ONMS Infrastructure Assets to maximize productivity, provide strategic development of ONMS Facilities and ensure safe and compliant operations of ONMS Facilities assets and personnel in the field.

  • Support to the coordination of ONMS Emergency Response / Incident Management and promote strong, effective and sustainable ONMS preparedness, response and assessment of natural and other emergencies that impact ONMS infrastructure and natural resources.

  • Provide assistance to the ONMS IT / Facilities Manager on managing various efforts to streamline operations between Facilities, IT and Asset Management both at the headquarters and within in the ONMS Field Site infrastructure.

  • Coordinate input from ONMS staff from all locations and prepare weekly Situation Report of activities to the ONMS leadership. 

Minimum Qualifications:

  1. Bachelor’s Degree in Engineering, Information Technology, Business or related field.

  2. At least 10 years experience supporting facilities management, preferably on behalf of a Federal or State Government agency.

  3. Experience with preparing and managing a facilities budget of at least $1 million.

  4. Experience with facilities strategic planning.

  5. Experience with facilities safety and security planning.

  6. Experience with facilities emergency response planning, response and recovery to include Continuity of Operations.

  7. Experience with project management tracking software and preparing status reports.

  8. Capable of passing a Federal Government background check.
